Updates

Things have stayed peaceful, though cars and people are literally piling on top of each other to get to a gas pump that may have some gasoline available. At most gas stations, cars and people were piling up even if no gasoline was available, in the hope that a gasoline truck would show up to refill the gas station. I did see that at one gas station today.

The new IBESR director is signing out dossiers, but if the adoptive family has any biological children (even if it is just one child), the dossier is sent for presidential dispensation. (This is the wording for the presidential pardon if somebody has bio children.) However, the person who deals with the presidential waivers is not available until next Tuesday (January 13th). Thus, I am keeping my fingers crossed for all the families waiting who have bio kids. I was told that there is not going to be any problem in obtaining the waivers.

I also asked about the rumors regarding the president not being in favor of adoptions to families who already have bio kids. I was told that this was not true. As a matter of fact, a couple of weeks ago, the president bumped into a family in the process of adopting and he walked right over to the family and their baby. He picked up the baby and started playing with him. He was very friendly and encouraging to the family. I have a photo of the president holding the baby, but I need to ask the family's permission to post this photo on my blog for privacy reasons.

Everybody is working hard in the downstairs MOI office where the interviews are conducted. However, the upstairs office is not working too smoothly. Hopefully things will be running smoother soon and that upstairs office (juritique office) will finish with dossiers and bring them to the downstairs office. There have been some changes in the way documents are supposed to be submitted to MOI (actually they have to be submitted to Immigration and they take the files over to MOI). In the past, the only documents requested were the original adoption related Haitian documents, now they want the copies of the adoptive family's i.d. and social security cards also. In the past, we just gave them the numbers and information to be entered onto the interview form. This is done now because of the continued accusations that children are being taken out of the country without a way to track where the children are going.

Any idea what this means for future adoptive parents? Will the president continue to sign waivers? We have bio children and want to adopt from Haiti. We are waiting to see what is going on before we start our dossier.

Any idea about parquet files? Our file is in parquet since august. Any specific reason why it's taking so long?

Do you know how long it is taking for papers to be recertified? We thought that we were all set last October to be bringing our daughter home, then they said that her mother's archived death certificate had a mistake, it was fixed and sent back to be recertified, but we haven't heard anything since on it. Everything else, the birthparent interview and such, has been done since the middle of November. Any clue?

Does it sound like presidential waivers will also be easy to obtain for dossiers that have been stuck in IBESR for months due to adoptive parents being <30 yrs old?

As a single PAP, without children, my file has been in IBESR for almost five months. I sure hope the adoption process will not get worse. Your updates are certainly helpful.

Our file has been in IBESR 15 months, and we received presidential dispensation way back in May. So apparently we had to go through it all again. Joy.

Try 24 months in IBESR, then you can complain.

Is there an address where those of us who have adopted from Haiti in the past, who have kids home AND have bio kids can write to the president sending pics and letting him know how much we love our children? If there is anything that we can do to assure that dispensation continues to be given to families with bio kids, we will do it (actually we would LOVE to adopt from Haiti again, but have been told that our family is too large)

I am a French mother of 3, 2 bios and one adopted in Haiti in 2006. The disensation had never been a problem at the time. I am adoptind a 4th child, a little girl aged nearly 8 (already...) but my file has gone back to the IBESR too because I have 2 bio kids. But I also have an haitian son so I would have guessed that would help...not at all, my file is also stuck somewhere between the Ibesr (it was out in August) and the MOI.
Any idea of how long it takes to get the presisent's dispensation??as a pro-adoption man??
