Presidential pardons (waivers or dispensation) for adoptive families who have bio kids were issued last week. I do not know how many, I just know that some were issued/signed.
Once the waiver has been signed, the file's "Authorization to Adopt" document has to be signed by the IBESR director (the 4th signature on the "Authorization to Adopt").
