Presidential Pardon...

I was told today that the presidential pardon is not an actual letter. Apparently while the file is inside of IBESR, they create a log list (kind of like a spreadsheet) of families who have bio families. That list is then taken for a presidential pardon, which is basically a signature next to each of the adoptive family's name. That list is returned to IBESR and then the files are signed out.

So, that means that any and every family's dossier that is inside of Parquet already has a presidential pardon.

I have been told differently before from lawyers who tell me that they got individual pardon letters.
