Updates...

IBESR - is signing out dossiers, for families with or without bio kids.

I have heard of a couple of files where one of the parents is 29 and the other over 30 that were sent back to the adoption attorney with a refusal to sign out those dossiers.

Parquet - Judgments are being signed for families with or without bio kids. I have been getting emails from families that have had their dossiers in parquet for months! I really do not know what to suggest aside from having the lawyer schedule an appointment in parquet to find out why the files has not been signed out.

Also, Mario Joseph, one of the leading human rights attorneys had offered his assistance to creches and families stuck in parquet. However, none of the creches that have files stuck in parquet took up the offer. So, if your file has been in parquet for a really long time, you may want to speak to your creche.

Ministry of Interior - They are really working hard processing files. However, you need to make sure that your creche representative goes and does the "interview" to fill out the two-page information form. I have a format form that I would gladly share that MOI likes to use in obtaining all the necessary information. It cuts down the interview time from about 60 minutes to 15 minutes.

Also, one of the major hold-ups of files in MOI is that they are extremely picky as to the Haitian adoption documents, birth certificates, death certificates, etc. The lawyers in MOI go over them with a fine-tooth-comb. If there is just one little typo (i.e. "le mere" instead of "la mere"), the entire document is rejected and has to be replaced. For example, if it is archive document or a judgment, it can take one to two months to replace, and that is with the creche working diligently on it. MOI is a full-time job, especially if the creche has a lot of files waiting to be processed.

Also, MOI is now requiring three (3) passport photos of the child that was adopted. In the past, they required only two (2) passport photos. You may want to make sure that your creche knows of this new requirement.

French Embassy is processing visas at a reasonably fast rate.

Canadian Embassy is processing visas within a 24 hour period.

U.S. Embassy is as slow as molasses! Hopefully visas will be processed at a more reasonable pace. Some families have been waiting as long as five months for a visa appointment!

P.S. Did you know that one of the creche directors prints out my blog and brings it to the U.S. Embassy for personnel to read? :-)

What do you mean by "reasonably fast rate"?
I have learned today that my dossier entered the French Embassy for visa proccess!

Regarding IBESR - four families from our O were just told that our files are not being signed out because we need to be 35, not 30. We are now waiting to see what happens . . .

I'm curious about the families whose files were refused due to age. Had they already been waiting in IBESR for several months? Or had their dossier just recently been submitted?

From what I know, the files of families that were rejected due to age had been inside of IBSER for several months.

Do you know how long passports are taking to be processed for the US?
Have you heard of any Visa appointments taking place and any children coming home to the US?

There is lots of movement currently in our O within all the steps. Several visa appoinments have been made and issued. We have a handful of families going home in the next weeks. Praise the Lord!

Children travel on HAITIAN passports, not U.S. passports. Thus, getting the passport process takes the same time, no matter what country the adoptive parents are from.

Yes, there have been visas issued by the U.S. Embassy, but not many. I estimate that there are about 35-40 visa files waiting in the embassy currently.

I am a little late to comment to this. But I wanted to add that I just recieved approval from IBESR in May and my husband and I are 29yrs old, 30 next month. We were asked to give a letter stating we could no longer have children.

Vera since you are on the ground what are big families looking like, I am over 35, husband is 31, we have been married 13 years and have 2 bio and 6 adopted kids. we want to adopt 2 more, is this like NOT eVER going to happen or is there a chance? We figure we didn't get a NO when we asked at teh IBESR office that we would go with a chance.

I will be 29 this year, my wife is 27 and we can no longer have children, yet they have been reluctant to let us out of IBESR. I just want to know how long you had been in and who you are adopting through. PLEASE!!!!!!!!????

Chad, I went into IBESR in Sept.5 and found out I was out May 16, I saw your blog and completely feel your pain. That was the hardest wait and this has been the biggest emotional roller coaster. I even worry about not being anomynous because I would hate for someone to complain we made it through when we still have to make it through parquet (if that makes sense). I wonder if they let us through because we went in before the laws change? I know someone that went in IBESR the same day as I and they got out in Jan before us. Who knows their logic or reasoning in this!! Sorry Vera to use your comments page to communicate back and forth.

Oh I forgot to mention that the person that got out in Jan. was a single women with no bio kids.

You can comment on my blog if you want. We went in Jan 07, loooong before the new laws were even written up. We are just trying to get a handle on their reasoning, if there is any for not signing out some under 30 and some others they do. We do have documented that we can no longer have any children

Chad, Jan 07!!!!!!!!! You have got to be kidding! Do you have someone helping you legally? What orphanage are they in? Is the o director helping? Sometimes I think it is some sort of power trip with whoever is saying no! I will keep you and your two kids in my thoughts and prayers. Have they denied your file? I don't understand completely how it works.

We are with ANA. The attorney for ANA is been meeting with IBESR, but I think he must have enemies down there. We have been begging for action for a year, but nobody on our end seems to get too excited..EXCEPT FOR US!
